Feed additives must fulfill the following basic conditions

Safety: long-term use will not produce acute or chronic toxic effects and other adverse effects on livestock and poultry; it will not lead to malignant changes in the reproductive physiology of breeding animals or adversely affect their fetuses; there is no accumulation in livestock products or the amount of residue is within the safety standards, and its residues and metabolites do not affect the quality of livestock products and the health of consumers.
Effectiveness: Used in livestock and poultry production, it has real feeding effect and economic benefit.
Stability: It has good stability in feed processing and storage, no contraindications with conventional feed components, and good biological potency.
Palatability: It can be used in feed without affecting the feed intake of livestock and poultry.
Environmentally friendly: after digested and metabolized by livestock and poultry, it has no harmful effect on plants, microorganisms, soil and other environments.

In addition, according to the Decree of the Ministry of Agriculture of the People's Republic of China No. 4 of 2012, the following materials should also be provided when applying for the validation of new feed additives:

Scope of application, method of use, recommended dosage in compound feed or full-mixed diet, and the maximum limit value if necessary;
Production process, manufacturing method and product stability test report;
Draft quality standards and their preparation instructions and product testing reports;
Test reports on product effectiveness evaluation and safety evaluation issued by the testing organization designated by the Ministry of Agriculture (including target animal tolerance evaluation report, toxicology safety evaluation report, metabolism and residue evaluation report, etc.);
Labeling, packaging requirements, storage conditions, shelf life and precautions;
Pilot production summary and “three wastes” treatment report.
